Trivia for the masses:
Cards do, in fact, have identification if they are born anywhere around normal society. This ID is issued by the Court of their birth and all appropriate papers must be filed through said Court. Enter one of the reasons for a TON of Court paperwork for the underlings.
Cards coming to mainstream society from more insular locations, like the Bog or the Wood, are required to file the appropriate papers in order to legally work. This says nothing about under-the-table employment, but to receive any sort of serious benefits or for a company's employees to be "recognized" by the government, they must have proper ID.
